If you want to write your thesis in the area of International Relations, you should first find out who will be supervising theses in the IB area in the semester in question and familiarize yourself with the registration procedure for theses. Then find out on the website of the persons concerned which types of theses can be supervised there particularly well and whether there are - in view of different theoretical, methodological and empirical focuses of the supervisors - specific requirements for the exposé.
